I have been commenting and broadcasting about politics in Peterborough for over 15 years, uncovered numerous scandals, but still the same old faces and a even couple of convicts are up for election or re-election.

No wonder the voter turnout is shockingly low.

Not certain if they have finally combatted postal vote fraud, but if they have expect to see some changes in future elections.

Anyone considering investing in this City are more than welcome to contact me. I know where most of the skeletons are! Would be interesting to see how many local councillors have already snapped up the prime apartments at Fletton Quays....it faces the wrong way if you want sunshine ( has to overlook the railway) Views of Cathedral soon to be blocked out by a budget cheap hotel tower directly over the river.... You really cannot make this up!

Julian Bray comments: Its clearly not enough, the Boeing CEO is also the President. Either relinquish one of the roles or offer a resignation. Clearly overwhelmed by these two massive disasters. It needs the Boeing Board to step up and demand urgent action. Internationally regulators are not impressed. Nor am I.

DJI Matrice 210 series drone

On 22 March 2019 the CAA released a Skywise update regarding the DJI M210 series drone and a number of reported failures.

The manufacturer has been unable to identify a common root cause and continues to investigate whether the failures are related. The CAA has received no further similar reports.

No additional restrictions beyond those in the Air Navigation Order 2016 are in place for the use of a DJI M210.

However, the CAA reminds operators to have appropriate mitigations in place if flying over persons or property in accordance with the Air Navigation Order, as was the case prior to this reported issue.

Not a very convincing statement by the Boeing CEO, who says he' ll put his family on the first flights of the grounded Boeing 737 Max8. Clearly Boeing have a problem and in any other firm the CEO AND President (he holds both positions) would have offered his resignation to the Boeing Board. They could always not accept it, but at least the @boeingceo ss he styles himself on twitter, is accepting the blame and that something is fundamentally wrong. Meanwhile few international regulators will accept any FAA assurance the Max8 is ready to return to commercisl flying. Fo not be surprised if it is still grounded in Spring 2020 possibly longer. Its time @boeingceo started taking matters really seriously, tjis is not a walk in a park but a trip to multiple cemeteries ....

Julian Bray comments: " My considered view is the Boeing 737 Max8 although it may in the future be cleared for commercial aviation by the US FAA, will not be cleared by individual worldwide regulators until at least Spring 2020, possibly much later. They being unwilling to accept the FAA position.

The main drawback is the poor state of the existing pilot  training and conversion programs and the lack of immersive simulator units specifically for the MAX8.

In addition, the Ethiopian final report is not due until Christmas, this may highlight additional concerns. Then Boeing has to fight its way though a mounting barrage of litigation and compensation claims, not least China who assemble the Max8 under licence and currently have around 96 currently grounded. 

My advice to Boeing would be start a major public relations programme aimed at future passengers for the repaired MAX8. No one wants to be a flying guinea pig for an MCAS computer patch, which is untested in commercial flight, with a full payload on board.

Boeing also need to address the need to insist on  and monitor fully inclusive pilot training rather than as an additional expensed high priced option on the basic purchase price.  The lack of comprehensive training is one of the main criticism s of the story so far......

The Israeli Navy Deployed its HELRAS equipped Seagull in a Bi National ASW exercise

Haifa, Israel, May 14, 2019 – In an Anti-Submarine Warfare (ASW) exercise conducted recently together with the Hellenic Navy, the Israeli Navy deployed its Seagull™ Multi-Mission Surface Vessel in an ASW configuration that included an onboard Helicopter Long-Range Active Sonar (HELRAS) dipping sonar. 

A deployment in this configuration took place approximately three months after the Israeli Navy completed a Sea Acceptance Test (SAT) for a HELRAS dipping sonar that was successfully converted for operation onboard its Seagull.

The Seagulls’ performance in the exercise demonstrated that operating a dipping sonar onboard such a vessel significantly increases the operational working time while substantially enhancing detection capabilities and the effectiveness of Anti-Submarine Warfare.

The Seagull autonomous multi-mission surface vessel features switchable, modular mission payload suites and can perform, in addition to ASW, Mine Countermeasure missions (MCM), Electronic Warfare (EW), Maritime Security (MS), Hydrography and other missions using the same vessel, mission control system and data links.

Seagull offers navies a true force multiplier delivering enhanced performance to naval operations, reducing risk to human life and dramatically cutting procurement and operating costs.

WASHINGTON – U.S. Department of Transportation Secretary Elaine L. Chao today announced the Federal Aviation Administration (FAA) awarded the first air carrier certification to a drone delivery company, Wing Aviation.

The certification paved the way for Wing Aviation to begin commercial package delivery in Blacksburg, VA. Wing partnered with the Mid-Atlantic Aviation Partnership and Virginia Tech, as one of the participants in the Transportation Department's Unmanned Aircraft Systems Integration Pilot Program.

"This is an important step forward for the safe testing and integration of drones into our economy. Safety continues to be our Number One priority as this technology continues to develop and realize its full potential," said U.S. Secretary of Transportation Elaine L. Chao.

Wing demonstrated that its operations met the FAA's rigorous safety requirements to qualify for an air carrier certificate. This is based on extensive data and documentation, as well as thousands of safe flights conducted in Australia over the past several years.

Wing plans to reach out to the local community before it begins food delivery, to gather feedback to inform its future operations.

Join Bata and see the World, but if the world is in political turmoil as it was in 1963-4, what do you do with an advertising and marketing man who has been hired from Glasgow, Scotland put through the Bata Overseas induction course and destined to take over Batas marketing at Gwelo in Rhodesia?


Ian Smith had imposed a unilateral declaration of independence, the UK had countered with sanctions and Julian Bray (that’s me!) found myself, being seconded to the British Bata Shoe Company whilst my sponsors Bata Development Limited (BDL) – the international training and staff placement arm – above the then 151 Oxford Street Bata Store (now Boots the Chemist) found another African country to take me.

During this time BDL had put me up at the Berners Street Hotel, just off Oxford Street. For a young man, fancy free, absolute bliss and just a stones throw from Soho and all Londons top Jazz and Rock Clubs. Shailesh Vara MP welcomes Red Arrows possible move to RAF Wittering

 

The Ministry of Defence (MoD) is closing RAF Scampton home of the Royal Air Force Aerobatic Team, the Red Arrows. RAF Wittering has been identified as one of three RAF bases which could be a potential suitable future location.

The information was in a letter to Shailesh Vara MP from Tobias Ellwood, Minister MoD. Clearly Mr Ellwood has yet to master the delights of email!

The Red Arrows are the world’s premier acrobatic display team and work is ongoing to ensure that they can continue showcasing their incredible skills, as well as supporting British industry, Armed Forces recruitment and defence diplomacy.

The MoD, in collaboration with the RAF and the Civil Aviation Authority, will now be carrying out further detailed studies to assess the suitability of the potential site.

Commenting MP Shailesh Vara said: “It would be a privilege to have RAF Wittering as the home of the Red Arrows. They epitomise the values of the RAF and would be a very welcome addition to the local community and economy. I will be following the process closely and very much hope that RAF Wittering is found to be the most suitable location.”

Julian Bray writes: This coming Tuesday and Wednesday there are two vitally important votes being held in Parliament. These votes will effectively seal the fate of the UK for the next 40 years or so.

Whatever happens it will be too late for many small and family owned businesses who either import from the EU and to a lesser extent export to the EU. UK efforts have concentrated on Brexit but very little attention has been paid to the reaction of those countries who remain within the EU.

Simply some may not be motivated to accommodate the UK. France through Calais is effectively our gateway into Europe. Calais freely admits they are not ready.

Port workers in France have been demonstrating to show how much extra work is involved (and of course a rise pro rata in wages!) trucks and all forms of road freight have been seriously delayed as a result.

A session due to take place just hours before we leave the EU. Simply few of the regulatory agreements are in place and others are at various stages of preliminary negotiation and nowhere near completion.

The leaving Brexit agreement is just that, an agreement without legal teeth, it is sprinkled with " using our best endeavours... " and other comfort phrases.

These are not binding contractual terms, all that remains to be done AFTER we have paid over the EU Brexit ' ransom' simply this is a mess of epic proportions and means long term economic decline for both the UK and Europe!

Multiple infringements of Luton Controlled Airspace

On 5 March 2019, a pilot pleaded guilty to four infringements of Luton Controlled Airspace in 2018. The pilot was ordered to pay £7,576 in fines. The infringements resulted from a number of failings that the CAA’s Airspace Infringement Coordination Group (ICG) is seeing repeated frequently.

Fortunately, other airspace infringements rarely have such significant consequences as these occurrences.

Background In September 2018, a C172 pilot departed Wellesbourne Mountford to fly to Duxford; his planned route was via the DTY VOR, Cranfield, Old Warden and Royston. He had planned the flight to take place in August, but it did not take place due to poor weather.

He undertook the flight in September and infringed Luton controlled airspace on four occasions causing multiple losses of separation and disruption to aircraft which were broken off approach, issued with vectors and issued speed restrictions to remain clear of his aircraft. Departures from Luton Airport were suspended three times.
The C172 pilot, concerned that he had become over-reliant on using moving map/GPS technology, had decided that he would navigate using a chart and visual reference points. He used the same PLOG that he had prepared for the flight in August. In August, the winds were 260-280/6kts; on the day of the flight, Luton Airport was using Runway 08 and, at the time of his morning flight, the wind at 2,000 ft was north/northeast at 5 kts, increasing to 15 kts for his return flight in the afternoon.

The Flight:  Outbound from Wellesbourne Mountford, after flying 40 nm, the pilot was 30 degrees right of track and some 14 nm south of the planned position. Instead of being overhead Cranfield, the pilot was overhead Cheddington.


Prior to the first uncleared entry into controlled airspace, an inbound aircraft to Luton Airport had its descent stopped as a precautionary measure. The C172 entered the Luton CTA at 3,000 ft and flew along the final approach to Runway 08.

This required avoiding action to be issued to the inbound aircraft. Despite the turn, separation was lost. Two other inbound aircraft were issued with control instructions to ensure that separation was maintained.

The infringing aircraft then entered the Luton CTR necessitating all departures from the airport to be suspended. The C172 left controlled airspace to the south, between Hemel Hempstead and St Albans.

Unsure of his position and thinking he was over the M11 (the aircraft was actually over the M1), the pilot called D&D and advised he was lost. The pilot was told he was over Hemel Hempstead and requested ‘a fix for Duxford’.

The pilot could not locate Hemel Hempstead on his chart as it was on the fold. When asked, the D&D assistant advised the pilot that Duxford was 29 nm to the northeast. The pilot followed the bearing for Duxford. Six minutes after leaving controlled airspace, the C172 re-entered the Luton CTR on a north-easterly heading. Departures from Luton Airport were suspended again.

The C172 flew within approximately 1nm of the runway at Luton Airport. Departures resumed when the aircraft left controlled airspace 8 minutes later.

The return flight was unplanned; the pilot intended to reverse the route. The flight was going to plan until the ATC unit at Cranfield aerodrome requested the pilot flew further south.

 The C172 entered the Luton CTR at 2,500 ft, in the vicinity of Letchworth Garden City. Departures from Luton Airport were suspended for a third time.

Two losses of separation occurred: an aircraft that was airborne from Luton Airport came within 1.1 nm of the C172 and an aircraft on approach lost separation with the C172, which was flying parallel to Runway 08 at 2,100 ft. The C172 continued to the west and left controlled airspace in the vicinity of Dunstable 4 minutes after entering.

There is little in place to mitigate the substantial extra costs and the new raft of restrictions and regulations affecting the post brexit legality and international validity of CAA UK approved qualifications and training. An ecample is medicals and attestations, many will be invalid from the end if March.

The converse all encompassing and must expanded jurisdiction role of EASA is still not fully understood by a majority of employees and their line managers according to my research. For example The country registration of the aircraft will determine if certain air crew are licenced to fly or not. Simply the whole process is a shambles and there is little to assist on the GOV.COM website under Brexit Exit. In most cases the advice is to contact another distant organisation or your employer! In many cases time has already run out as approval processes are not geared up for a sudden lsst minute rush for validation.

"Expect many flights to be cancelled or re routed around EU Airspace. Also expect road hauliers and coaches to encounter substantial delays or prohibitions as the 11,000 permits offered to hauliers so far through specialist agents, only 1,000 have been processed. The situation in France is not much better as many EU hauliers have yet to apply, many taking the view that thec authorities will resolve issues when the opposite is true"

Anyone travelling or thinking if a holiday brwak around thebend of March is strongly advised to either defer or complete their travel programmes before the end of March!

Airbus to wind down and cease A380 superjumbo production by 2021. French and German A380 production lines will end

Julian Bray Aviation Expert writes: After 14 years, Airbus have decided to wind down and cease production of the European 'SuperJumbo' the 500 plus passenger double decker A380 by 2021.

French and German lines will close following completion of a much reduced order book and the production line closure of the freighter version which had orders for some 15 units. Those customers are now taking a freight version of smaller Airbus aircraft.

In the early years the A380 was profitable and many orders and options outstanding but then passengers decided the no longer wanted a 'hub and spoke' style of air travel -where you transfer to a smaller aircraft to complete your journey. However there are hundreds of A380s currently flying worldwide and some still being built for operators such as British Airways.

Generally Airbus is profitable. Figures announced this morning show a surplus of 580billion euros and an outstanding backlog of over 7,500 Aircraft. The latest development will again not be good news for airbus in Wales where A 380 wings are assembled.

Passengers now prefer point to point, their journey effectively delivered in one hop from departure airport to your intended destination, with no interchanges or hanging around in transit lounges.

There have also been well publicised diagreements and issues over engine types. Rolls Royce engineering coming in for some of the industry gossip causing industry analysts to mark down the future profitability of the A380-800 and in turn making customers look again at their forward order book.

Some deciding that small twin engine aircraft are the way forward, but no one can take away the stunning technological achievement of this aircraft, however it is simply decades ahead of it time. Wr clearly are not ready for it. So those airlines that have embraced the A380 may just have the last laugh.
